Perhaps, but I doubt ALL of them know what they're doing. You catch one, get more leads to others.

It all depends on how much leverage/hand/control white hats have with service providers. I never trusted VPNs, seemed like yet another trap from those who monitor activities. "Hey, go through us, nobody can trace your activities". Who can really guaranty that? ALL web servers can log IP addresses of the clients. Its a fact.

Long time ago I even had personal experience of it using one such service and I got flagged. Let's leave it at that.
