Although black dogs have a bit darker connection as signs of death. They are of course considered unworthy and lower creatures too.
The one thing that comes to mind with Merkel is just that her fear of dogs and him bringing the dog in might just mean that he thinks she is not trustworthy, as she fears the symbol of trustworthy companionship. Or he used his dog, black as it is, as a symbol of threat to her, telling her not to try tricking him, and reminding her of the power he holds, and that it is bigger than hers.
He did say that if he had known she was afraid of dogs (and who transmits that sort of knowledge about people, in diplomatic communiques?), then he wouldn't have brought the dog.
