I would imagine that the original purpose of Presidential pardons was to protect political persecution (e.g. Bannon). But, somehow it turned into "you can pardon murderers, traitors, drug dealers, rapists, and pretty much any criminals you want". There should also be a limit to how many pardons they get. Nobody should be above the law. Not even the President.
