They sabotaged a VW factory? Or they "downed" as in ate / drank the tools? Nah, that can't be right.

About the only thing that makes sense to me is: they put down tools or basically stopped working. But what do I know. I'm not a translator.
I’m not sure the phrase is used much anymore these days. It does sound odd, but it’s something most Union workers are (or were) familiar with.

The idiom "downed tools" is certainly common in the UK and it means "stopped work and walked out".
I'm guessing downed as in they put down the tools. Stupid tools, you'll never amount to anything other than some tool, nobody'll ever want you!
