Yup. For sure.

Whenever a certain behaviour is subsidized, you get more of that behaviour (single motherhood).

Whenever a behaviour is penalized, you get less of it (not treating families as econmic units, but as individuals, penalizes stable married people).

Simple sticks and carrots.
