What if instead you can control the people that already did the first step? What if you could bypass all the work, and just control? Would it be worth it? Would controlling entire nations be worth the effort? I think yes, because it actually wouldn't take that much effort..
Then over time, being in control of so many, you could easily decide who will rise into power. You could decide that only those who you want to reach power can reach it. How to control them? Voluntary blackmail!
You do what they say, and you rise to power, but you're always under their thumb. Get out of line and they throw you to the wolves. Watergate was just one blackmail control operation vs another one. And Nixon lost.
