This isn't about funds. It's about land acquisition for that rumored mine.

"Your land is "contaminated" now. We won't fund rebuilding on it, but we'll graciously buy it from you for the low, low price of..."

Then it gets auctioned off to the highest bidder to be strip mined into oblivion.
