The racking of the firearm is due to using sub-sonic ammunition in conjunction with a sound suppressor ("silencer" is a hollyweird myth). Some sub-sonic ammo rounds work well with suppressors while others do not. Judging from the video I just saw, the shooter knew this and acted flawlessly in cycling the slide. Very fluid.
