Definitely. The US let Pearl Harbor happen, and they let D Day happen too. Regarding D Day, what kind of mindless Generals would let their men wade in chest deep water and ocean surf and walk (all wet and weighed down) into a slew of bullets coming from machine gun nests perched on the beach head? Aerial support could have easily taken care of those nests.
