Honest question and to take a cue from our enemy; How is this NOT a "license to do whatever the fuck you want, without fear of punishment"?!?!?! (Commies often say that having a CCW is a "license to kill" - this is the same, but obviously it's OK when THEY (D)o it!!!)

Seriously; what's the limit to what someone could do & claim immunity to, with a "pre-emptive" pardon?

Have "pre-emptive pardons" ever been given before?
