I can believe that some... SOME OF THAT untracked $$$ goes to black defense projects.
I can even accept that since some of those projects don't have a hard budget cap, they should just be lumped together under: "x amount of dollars was spent on black budget projects, which must of you don't need to know" (because loose lips sink ships and all that).
What bothers me is I KNOW that for every single dollar that gets spent on those projects, another 90-99 dollars ends up as a kick backs to certain individual defense contractor employeesand their cronies on the govt side.
Ain't the military industrial complex grand?
I get it. I really do. The general public doesn't need to know how much is spent on the NSA "data center" in Bluffdale. Most wouldn't actually wanna know anyway. So, lump those billions into the defense budget. Cool.
And it's great that Mr X, Mrs Y, and Corporation Z were hired for their skills, tech, and knowhow.
But the VP of Corp Z didn't actually DO anything worth the 500 million in cash we put in his swiss account.
I guess is you consider it a payment to keep state secrets, well... Secret... Maybe it's money well spent. But his son doesn't even WORK for the company, and he gets a cool 20 mil to play with because.. Daddy says so.

TL/DR: there's nothing wrong with knowing where your bread and butter is. Same reason Steve Young often passed to Jerry Rice more than other receivers, ya know? But you don't throw it to the coach for a touchdown. He's not even on the field. GRR
