Remember that some were forced into going along with their system! There was a time when well intentioned people had no one to turn to. The whole DOJ was corrupt! I believe the White Hats are taking this into consideration! I personally have information that may help in solving some serious crimes but I have no trust in the police to followup! Many crimes are committed with the support from those we trust the most! Reporting certain events to law enforcement can make you a target!
