i highly doubt it. They have to also know that scaring us simply wont work. They also know that this time around retribution is coming. They are going to be going all out. Remember they are willing to burn it all down, so its highly likely that if this is their plan then it will be deadly. I liked the idea that they are white hat sniffer drones. It plays to if this is true, then it will be deadly, and they are trying to get as far ahead of it as possible, especially if AUS "lost" some dangerous bioweapons. Eyes open.
