it looks similar to viruses or phages.

The downward facing points suggest that the craft may be using electrostatic propulsion. Not unlike the technology patented by Exodus Propulsion.

there could also be a rotor in the housing. i posted this above you but it also looks like it could be distributing aerosols. a bunch of them in the sky and who knows what could happen if that was the objective.
