Bring back impoundment. Gives the executive branch the power to cancel spending on any bill.

Recent post about Impoundment Control Act of 1974

Pretty interesting subject. The legislative branch doesn't have financial checks and balances because of this bill. They rigged the spendinf game a long time ago, but it can be reversed.
