Why are Canadian's pension funds invested in foreign economies?

I believe they invest in quite a few national lotteries, the Irish one for example.
Lotteries are just a money laundering ponzi scheme targeted at the poor in a society. Very little of the money raised by percentage goes to charity as was claimed when they set them up.
Canadians used to invest in Canadian companies like Nortel and Blackberry. Huge failures.
Technology stolen by Huawei.
The responsibility of a pension fund is to deliver the best pension performance for its members. The responsibility of a government is to deliver the best economy for its citizens.
Sadly governments everywhere have been failing to deliver. This is mostly because they are inefficient and stupid. Governments are running out of money, foreigners are less and less willing to lend to them, and governments are desperately looking around for ways to get their hands on some cash.
Pension funds have lots of cash. Governments are pressuring them to switch their investments from foreign to domestic. Even though it will be to the detriment of their investment returns and thus to their members' pensions. Hell no.
Their economy sucks. U.s. gives them 100 billion every year.
