Good negotiations tactics:

Trump’s short bill has all good stuff that the media have already programmed people to expect from 1,500 pages bill.

The Democrats’s choice is this:

Accept the bill on Trump’s terms to prove that he has achieved the same on 10x less pages.
Reject the bill to prove that you don’t want to give these things to the people and … face the shutdown on your watch.
