Yes... but criminals cannot survive without getting their people in the local and state governments.
That's because if the governments really wanted the criminals gone. Think how easily it would be to get the public behind them.
If crime persist. That's because it's tied into the political system.
This assumes
A. It's easy to identify criminals
B. Being a criminal is some immutable state
If I decide tomorrow to cheat on my taxes or embezzle from my employer or commit fraud or murder a stranger, how does the government know I've become a criminal?

How long are you doing this for? If you did it once and never did it again.

The violent crime that ties into illegal guns / drugs. That keeps happening because it ties into the government.
Drug Cartels pay off politicans for reason.
I am also talking about the circle of crime in areas like Chicago. The street crime that goes on.
Happens because the local government in the area allows it to.
