Ageed. This is open to huge corruption and abuse.
These inspections to ensure the landlord is not renting a hellhole should only happen at the beginning of a lease, before occupancy.
During occupancy, if the tenant has an issue, and it is ignored by the landlord, then they should be able to get an inspection organised.
If the landlord suspects damages have been done by the tenant, there is an existing legal process.
I fail to see why the government should be involved.
