We have plenty of qualified IT people in America.
Companies do NOT want to pay a competitive wage, so they either off shore or import slave labor.

I went to apply for a Cisco administrator job about 10+ years ago. The thief was offering $15/hr. The market rate for entry level CCNAs was $25-$30 back then.

He was doing it so he could whine to Congress that he couldn't hire a CCNA and needed an H1B to come in and work for him.
