Remain calm. This was, among other things, intended to expose the problems of the current H1-b system, including the fraud. Remember that quite often things will not be as simple as they seem.

I think its a basic cash flow crisis concern. When his company was on the brink of default at times he knows a higher american wage would have decimated his company's chance at survival. Every American business owner knows this fear.
