In the late 00's I worked at a division of a large global telecom company. A notice was placed in the break area that the company planned to import a fuck ton of s/w engineers under H1-B visas. The notice was lots of legalese and you had to read down the page to get the gist.

Two to three months later the company let go of 75% of its s/w group (mostly Americans, some green card holders).

That's how this works to give the impression that the two acts are unrelated. Yet, they essentially announced their intent.
