What I heard was Bill Gates hired David Cutler from Digital Equipment Corporation and David Cutler brought over the entire source code for VAX VMS which then became the foundation for Windows NT. In fact I think I read somewhere that many of the data structures between VAX VMS and Windows NT are practically identical.
