If I can remember my schooling, the atmosphere scatters the blue light because it travels in a shorter wave length. I just figure the "blue" roofs block the longer infrared wave lengths and keeps the roof from absorbing the heat. Same thing probably happens in our atmosphere by deflecting longer wave lengths of radiation. I may have it all wrong---wouldn't be the first time! Kek
