To play devil's advocate, he could just be trying to increase a better experience. Doesn't mean he's going to delete content necessarily. An algorithm is a pretty simple term that could be one variable or thousands and we don't know what he's going to do with "negative content". Maybe it plays off of your previous interactions with certain tweets. I'm not trying to sound naive nor am I ready to condem. Fair to be skeptical.
