I'm just saying anyone that is reporting on DC should know the difference and the context. The building in the picture is the Capitol. The body of people the article refers to is part of the Capitol. Washington, D.C. is the capital of the United States.
Context for the picture is certification to be held on Monday. Fleeing is normally related to a location/city/state/country. Not buildings. Everybody knows the difference between Capitol and capital. Pretty sure GP author is well trained in grammar to be able to have a job there. I am not a grammar expert, I make plenty of mistakes, but this isn't one. I'd be happy to admit if there is one, just providing proper reasoning to your complaint.
I disagree. In this context it’s Capitol.
I can see how you inferred that, just based on Capitol building picture in the article.
Here is a statement from the article to confirm correct word in the title:
They don't stay in the Capitol building, they only work there. They stay at the capital.

That is proper grammar.

Fair enough response re "fleeing the capital (of the United States)".
"Everybody knows the difference between Capitol and capital." - I would say less than 10% of the public knows the difference.
Indeed. First they flee the Capitol, then they flee the Capital!
