It's time to pass a new law. Book Publishers which are publicly owned CANNOT pay more than $1 Million in advanced fees for a "book deal". Until public sales of the book reach more than that $1 Million in royalties... nothing more can be paid for the "book".
Once sales reach a point where royalties exceed $1 Million... then quarterly royalty payments can begin being issued to the author based on legitimate, auditable sales of that book. That would put a stop to all of the $30 Million "book deals" for a book that only sells a few thousand copies.
