The Lack of a comma is a worrying thing
"Sustenance" would be the one to use in the private realm. If you don't have "income", you don't pay income tax.
If you have sustenance, you get to keep all of it.
They use the word "fair". Everybody who signs the back of the check knows that life isn't fair.
