The standard 27-star flags are some kind of comms that refer to the period between admission of Florida 1845 and recognition of admission of Texas 1846.
Do you think he's just pinging Florida specifically, or James K. Polk 1845-1849 (great expansionist), or something more exact? If it meant Polk, then 27th state Florida had already been admitted and 30 stars would be appropriate. So I'd almost have to say he's only referring to the brief "US when Florida was the newest state".
It could however be Polk's Manifest Destiny speech about the Monroe Doctrine, 1845-12-02. Also, on the day 1845-07-04 that this flag was adopted, Thoreau moved to Walden.
I landed on reddit searching for pics of prior inaugurations. Recent tradition seems to be L to R flags: 13 star, flag from when president’s state joined union, current 50-star, then president state, and 13 star. There’s an image in the reddit post. 2017 DJT was NY, 2025 he’s FL.

I saw those! Very interesting that they were placed there along with the Betsy Ross flag!
Those flags were also flown at Biden's, Obama's and George W Bush's inaugations. I don't know how far the tradition goes back, but it's not comms.
