Maybe they are changing the venue again in order to confuse the plans of the insurgents/Dems/Mossad who are trying to disrupt things.

Imagine the level of threat if they're not confident in being able to secure the Capitol Rotunda? Last I heard it was members of Congress the only ones allowed to attend (presumable besides the other essential attendees).
