Someone pointing a shotgun to the back of their own head is ruled a suicide, and Seth Rich's killer is still free despite all the "investigating"...
You're putting too much stock in these investigators actually investigating.
I think they just aren't that creative.

There was no real investigation done of Seth Rich’s murder. Ever. I hope we can agree on that.
When it comes to greed, I don’t trust anybody to do anything that they’re responsible for except get MOAR of whatever it is they want—money, power, whatever. Frankly, I don’t put stock in anything, most especially the “investigators” in this particular case.
Declaring a death a “suicide” ensures that no other type of investigation has to take place—and having to investigate a murder doesn’t guarantee the quality or even the actuality of any followup.
