I guess it's some local event in the Mixtec area (south central part of the country). She's grandstanding to the locals, being overly presumptuous about the US needing Mexican labor, but it sounds like a speech about how they need to get ready to welcome people home. Which obviously they do.
She's nailing that fashion fusion though, adorned with equal parts Evo Morales and millionaire feudal landowner garb. I'm getting the "if Joan Baez were a dictator" vibe. What a show.
