I wouldn’t ban him. Where’s the fun in that? Make him smile if he wants to stay in the lobby. Elevators and other doors would be a no go till he confesses in public. Tell him he has a brand new corner office on the 7th floor waiting. (Which locks from the outside and contains a nice bowl of blueberries for him to enjoy.)
