Constitution wouldn't require Gazans to vote for president, unless they became a state. Those living in territories don't vote for president, nor do they get representation in Congress. DC is an exception--- they get 1 electoral vote in presidential elections. The other territories that have representation have only gotten non-voting delegates in Congress, as a concession from Congress.
