What is really interesting is that this is an export from a html page from a database. He is giving us a very subtle clue.

They have an interlinked database connecting all of the dots, in other words “WE HAVE IT ALL, CHECKMATE”.

D. Nominal Increase = C-A
E. Real Increase = C-B
F. 2019 budget in 2024 $ (x1.11) = B*1.11
G. Change beyond Income Increase = C-F
The question seems to be: Does this category spent more in FY 2024 than in FY 2019 after we added the 11% general cost of living income increase (from 2020-2024)? Then it makes sense that the ideal number on G should be $0 (i.e. C matches F) or negative. It's saying that we may have found $0.829 trilllion ($829 billion) of waste (lower right corner), thus needs further investigation.
It's hard to tell fraud with this alone though since Congress was the one responsible for those budgets.
