Actually, they did, the problem is is that all the Egyptologist experts are typically foreigners. USAID only provided the money necessary to pay for the travel and lodging of the experts to come and manage the project and harvest the cultural context. Egypt provided most of the labour and their lodging (usually Bedouin style tents at the site). You can still see them working archeology in this matter here in Egypt even today. Last time I was here, while visiting Abu Sir, I saw them removing the sand the old-fashioned way, dozens of poor people carrying baskets up a rickety wooden plank
When ANY money is taken from one citizen and given to someone else for ANY reason it is theft. People who have a deep interest in feeding the poor, having a Peruvian comic with a trans hero character or any other reason can continue to donate to that cause. The money may even get to where it was intended if this is done by private organizations instead of the government.
Respectfully, although I totally see your point, I don't 100% agree. A great nation like the United States is obligated (or, if you wish, has the luxury) to move humanity forward. I personally would love to have a fund funded by the taxpayers that can push towards reclaiming our archaeological cultural heritage. Many of these countries, like Peru, are too poor, and grave robbing is far too prevalent. There are some things that the taxpayer money can do that should be counted as investing.
If our tax payer money was used then, we should own stock and rights to it. Local governments should pay for stuff like that, IMO. It does not benefit us hard working taxpayers one bit over here in the USA.

Pretty sure us folks down south could have used those funds after Katrina destroyed the Gulf Coast but hey, that's just me opinion!
