Years ago I worked a good job and paid in, then Prop 13 hit Calif and I got laid off. It was hell but I finally got some food stamps. I was at the Grocery store and picked out a roast, this was on sale and was the only meat for the entire month. A guy came up and tried to take it from my cart saying I shouldn't be allowed to buy that roast. I went off on him and many working in the school district or knew someone that did at the time were at my back and the asshole left. Didn't even buy his cartfull of groceries.
I think that is what POTUS has in mind giving what FEMA does back to the States, we are not a one size fits all nation. The people in the communities know better than anyone what is needed.
I am against forcibly taking money from a bunch of citizens and giving it to another group.

If we really want to help needy people let the private charities handle this an let willing people donate.
