I am, and always have been, mystified at how a prison system can have compete control over inmates, yet, the inmates still maintain and run their own society in there.

Gangs, commerce, drugs, rape, beatings and murder. I think you must conclude that it's allowed. It appears that things don't have to be that way. So why are they that way?
