This was my initial reaction. Before I agree that he broke the law I'll need to see what he was speaking about, and also who was paying him. I'm certainly not defending this clown, but an unbiased look at the speeches he gave should be the first thing that happens.
He is allowed to have speaking engagements as long as it doesn't have to do with his political position.
So if he wants to speak on the life cycle of the Tse Tse fly, he may do so. Nay, I don't think that's what he's talking about.
