The meme image is a Political cartoon (I think in black and white; it is a very simple drawing) showing a tv camera capturing what looks like violence on the camera screen; one person is stabbing another. But the whole picture shows the perpetrator is actually the victim and is running away and the victim on the screen is actually the perpetrator in real life, attacking the other person.
