Makes perfect sense. It's called "smurfing" and the dems have used it for decades. Some govt. pencil pusher dies, no one reports him as being dead, and his salary keeps getting paid. Someone collects it on his behalf and then funnels the money to left political interests and likely takes a cut for themselves.
Except they doing it in most fucked up way. Many are real but won’t respond because original email was not from chain of command. And Depts have already countermanded because of this and the “order” did not exist.
