It depends who makes the regulation. If there were no regulations people could go and cut down every tree in the National Parks. Trust me with all the 3rd Worlds streaming into our Nations. Nothing is sacred if you can make a few quick dollars when nobody is looking. I'd be very careful about spouting no regulations.
