It could be for graphics in reports, briefings, or advertising. Not a great reason, but a legitimate one. 22 licenses for nearly 17,000 employees? Could be a proper number, but why the excessive number of licenses? As someone below mentioned, it might be cheaper by the gross than by the individual license.
