A message will be sent, and this would tell Europe if you escalate to war, you are on your own. Without the US airforce it would be a turkey shoot for Russia, most of Europe's air defense systems are in Ukraine and their air force barely operates.

Regarding the refusal to fuel the navy by HB, they are most likely under contract. two things will happen to HB as a result of this:
Meanwhile the US can just remove protections from all of Europe as a response. "oh sorry, you want our protection? Well that's gonna be a no cuz you won't fuel us to stay there." And in all honesty, american families would be happy to have their lads back home
American retaliation that is (tit*100) for tat is justified.
