Even if true, the problem here is it is just an affidavit. It is just a sworn statement, and anyone can make a sworn statement without evidence of any sort.
To make this sworn statement even more credulous is the cover letter of a fake criminal complaint.
So. even if the sworn statement is true the criminal complaint is false, thus it discredits the entire affidavit.
Again folks, this is not sauce. If the affidavit was backed up with source material to back up the claims, then the source material would be prosecutable sauce.

Butler County District Attorney Richard Goldinger declined to file charges against Shapiro based on Feinberg's complaint.

That's a private criminal complaint. Anyone can download the correct form, fill anything out that they believe is a criminal act and send it in. It doesn't mean any prosecutor will 100% look into it.
