First, after we pay our taxes, we should be sent a breakdown of where our taxes go. Then, all existing spending needs to be categorized as mandatory or optional with all future spending also having to be categorized.
From there on, you would be able to choose where your taxes went, and if you didn't pick enough optional to match your withholding, you'd get a refund. If you're a Leftard, you can pay extra to support your current things.
Reduce Congress to only being able to propose programs and open the possibility of funding, with the American people having the ultimate power of the purse.
