What would happen in terms of laws passed if there was no administrative state and all applicable laws were actually written by us/congress and clearly visible, and actual budgets were passed instead of omnibuses and CRs?

Wouldn’t it be cool if almost all laws and statutes back to before FDR were undone, to the point that we could potentially know what federal law was, offhand or at least the gist of it, without looking it up and cross referencing it with 125,000 other statutes?

We could even keep the best things from the statutory code and have it available as good recommended practice for safety, quality, etc. - things that could be logged and shown as proof of good work to buyers on complex jobs, but in a mostly private way, or enforced by a smaller state agency if it was something particularly important that impacted the public and had a genuine interest.
