Tax citizens. Send money to IRS bureaucracy. Send remaining money to other government bureaucracies. Send some of the remaining money to the various states WITH STRINGS ATTACHED!! Because it is now "federal money" so the feds get to dictate!!
This map is backward! The citizens of the various Sovereign States of these United States should keep their OWN money!
Education is NOT a constitutional responsibility of the federal government.
WHO CARES which states get a higher % of money "back" after it has been shrunk by several cycles of bureaucracy!!
After you account for the bureaucratic shrinkage, all states likely contribute more than they get back. Not counting the money laundering favoring teachers' unions, back to the dems, etc.
