Party only. There will be federal elections coming soon. Carney is replacing Trudeau as leader of the Liberal Party. And since the Libs are leading the country, Carney is, by extension, Prime Minister.

That is, if Carney isn't here to help finance the transition of Canada to the USA. Canada is in probate and needs to be liquidated is the word on the financial street up here.
Due to his ties to the Bank of Canada and Bank of England he's one of the only ones qualified to make it happen. Don't know how true it is but.... nothing surprises me at this point
