You are wrong on the "senate confirmation". A CR is a bill - just like any other bill. As it is a spending bill the House must take the lead (or the Senate can make one but the House must make it their own). All spending bills MUST originate in the House.
The House makes the bill, passes it, it goes to the Senate where they will likely change it and pass it back to the House. The House again makes it their own, passes it back to the Senate, and they have to pass it as well or repeat the process. Once the same bill passes the House and then the Senate, it goes to POTUS for either a signature or a veto. There are other important parts, like going to committee, but these are the main requirements.
All bills have to pass both houses of CONgress and be signed by POTUS to be law. Even the stupid ones that rename post offices for some retiring rep.
CONgress do these pretty much every year because they can't get a budget deal, both sides always want to add pork for themselves or their districts, and the other side delays and threatens to shut the govt down if they don't get their pork. It really should be called a CC - CONgressional Chicken.

Yeah I’m retarded you found me. I was thinking reconciliation and I had that wrong as well. Only needs 51 senate approval no fillabuster.

And yeah - reconciliation bills only need a simple majority in the Senate (and all bills only need a majority in the house).
